
The CoE DIPLOWideMed explores communication and interaction flows within a multi-track diplomacy framework linking universities, policy-makers, and civil society. The project conceives universities as Track 2.5 actors, positioned between civil society (Track 3) and policy-makers (Track 1). Knowledge networks – such as UNIMED, IBEI, and IAI – act as Track 2 intermediaries, facilitating dialogue, translating academic knowledge into policy-relevant outputs, and channelling information to decision-makers.
The process operates as a circular and iterative exchange rather than a strictly linear one. While it does not always guarantee direct policy learning or feedback, it often generates institutional responses, including new policy initiatives and funding programmes. These responses are frequently implemented by non-state actors within Track 2.
Even when feedback is indirect or diffuse, the continuous exchange across tracks allows knowledge to circulate, persist, and inform future interactions, contributing to an evolving policy ecosystem.
